About the Guide
This guide, developed in part with the Democratic Leadership of Maryland’s 36th legislative district, aims to list and explain each office up for election in the Gubernatorial Election of 2018, which will be on the ballot in Cecil County. The offices listed in this guide include Federal Level, State Level, and Local Level.
The Democratic Club encourages all who are qualified to consider running for office. The Democratic Central Committee can provide guidance and, with the Club, campaign assistance, once a primary election is won, or the final elections season is underway.
Primary Filing Deadline
February 27, 2018, at 9 pm
This deadline applies to all offices (except municipalities/townships). Deadline for non-principal political candidates and unaffiliated candidates is July 1, 2018

United States Senator
Duties:
U.S. Senators make laws along with the House of Representatives, ratify treaties, and conduct investigations on issues of national importance. The Senate confirms Presidential appointments.
Qualifications/Election
In 2018, Maryland voters will elect one Senator. One third of the 100 members of the Senate are elected every two years. Senators must be 30 years old, must have been citizens of the United States for at least 9 years, and must be residents of Maryland. All registered voters in Maryland may vote for one candidate running for this office.

U.S. Representative to Congress, Maryland District 1
Duties:
Representatives make laws along with the members of the Senate and may conduct investigations on issues of national importance. Laws that impose taxes always begin in the House of Representatives. Representatives determine whether a public official should be tried if accused of a crime.
Qualifications/Election:
District 1 is comprised of all counties on the Eastern Shore and parts of Harford and Baltimore Counties. Voters elect one U.S. Congressperson as the representative for an area with more than 300,000 residents. Representatives must be at least 25 years old, have been citizens of the United States for at least 7 years, and be residents of U.S. District 1 in Maryland.

Maryland Governor
Duties:
The Governor is the chief executive officer of the State and commander-in-chief of its military forces. Headed by the Governor, the Executive Branch of Maryland government includes executive departments, independent agencies, and numerous commissions, task forces, committees, and advisory boards. To each annual session of the General Assembly, the Governor must submit a budget of government for the following fiscal year. The Governor also may inform the General Assembly at any time of the condition of the State.
Qualifications/Election:
The governor is popularly elected every four years by a plurality and is limited to two consecutive terms. The Governor must be at least 30 years of age, and have resided in the state of Maryland for 5 consecutive years.

Maryland Lieutenant Governor
Duties:
The Lieutenant Governor performs duties delegated by the Governor. In the event of a vacancy in the office of Governor, the Lieutenant Governor succeeds to that office. The Lieutenant Governor also serves as acting governor when notified in writing by the Governor that the Governor will be temporarily unable to perform the duties of office. The Lieutenant Governor chairs the Maryland Health Quality and Cost Council, the Maryland Subcabinet for International Affairs, and the Commission to Modernize State Procurement.
Qualifications/Election:
The Lieutenant Governor is chosen by popular vote at the same election at which the Governor is elected. Eligibility requirements for Lieutenant Governor are the same as those for the Governor. The Lt. Governor is chosen as a running mate by the candidate running for Governor.

Maryland State Senator, District 36
Duties:
States Senators share responsibility with Delegates for enactment of the state’s laws, as provided for in the Constitution of the State of Maryland.
Qualifications/Election:
District 36 includes all of Kent and Queen Anne’s Counties, plus parts of Cecil and Caroline Counties. One Senator is elected by all qualified voters in the areas cited. State Senators must be 25 years old, a resident of Maryland for 1 year, and a resident of District 36 for 6 months.

Maryland State House Delegate, District 36
Duties:
Delegates share the responsibilities with State Senators for enactment of the State’s laws as provided for in the Constitution of the State of Maryland.
Qualifications/Election:
District 36 includes all of Kent and Queen Anne’s Counties and parts of Cecil and Caroline counties. Qualified voters in District 36 cast votes for 3 candidates. The 3 candidates who received the largest number of votes are elected. Except each delegate must live in a different county. Delegates must be 21 years of age, be a resident of Maryland for 1 year, and be a resident of District 36 for 6 months.

Maryland State Senator, District 35
Duties:
States Senators share responsibility with Delegates for enactment of the state’s laws, as provided for in the Constitution of the State of Maryland.

District 35 includes a portion of Cecil County, and a portion of Harford County. One Senator is elected by all qualified voters in the areas cited. State Senators must be 25 years old, a resident of Maryland for 1 year, and a resident of District 36 for 6 months.

Duties:

District 35A limited to just portions of Cecil County. Qualified voters in District 35A elect their Delegate by popular vote. Delegates must be 21 years of age, be a resident of Maryland for 1 year, and be a resident of District 36 for 6 months.

Maryland State House Delegate, District 35B
Duties:

Cecil County Council
Duties:
Cecil County Council has the following districts up for election in 2018: District 2, District 3, and District 4.
The Cecil County Council is the Legislative Branch of the Cecil County government. All legislative powers which may be exercised by the County under the Maryland Constitution and laws of the state are vested in the Council, subject to those powers retained by the people of the County…

The Council is comprised of five county residents, who reside in their respective district and are elected at large by the Cecil County voters. Each Council member must reside in their respective district for at least 6 months preceding election or appointment.

Cecil County State’s Attorney
Duties:
Ensure effective prosecution of criminal and juvenile offenses occurring within the county; to work cooperatively with law enforcement officers, child abuse investigators and other allied professionals; and to serve the interests of victims of crime.
Qualifications/Election:
To file for State's Attorney you must be a member of the Maryland Bar and a resident of Cecil County for at least two years. Elected by popular vote by Cecil County residents.

Cecil County Clerk of the Circuit Court
Duties:
Files, processes, and maintains civil, criminal and juvenile actions. The Clerk’s office records land deeds, mortgages, plats, conveyances, and other precious documents. The Clerk administers oaths to County officials, Judges and Governor appointees, issues business and marriage licenses and performs civil marriage ceremonies. The Clerk also commissions Notaries Public.

Cecil County Register of Wills
Duties:
Assists and advises the general public with administrative processes and preparation of forms concerning estates of deceased persons. The Register collects Maryland inheritance tax on estates and probate fees, maintains all records of wills and estates of deceased persons, acts as clerk to the Orphans’ Court, safeguards wills of living persons, and guards the property of minors.
Qualifications/Election:
Qualified voters in Cecil County may vote for one Registrar of Wills. The Registrar must be a registered voter in Cecil County.

Cecil County Judge of the Orphan’s Court
Duties:
The Maryland Orphans’ Court is the probate court. It also has jurisdiction over guardianship of minors. The Orphan s’ Court supervises the handling of estates of people who have died—with or without a will—while owning property in their sole name.
Qualifications/Election:
Qualified voters in Cecil County may vote for three Judges of Orphans’ Court in 2018. Judges must be residents of Queen Anne’s County for one year and be a registered voter.

Cecil County Sheriff
Duties:
The Sheriff is responsible for maintaining public order according to the law in Cecil County. The Sheriff carries out court orders, delivers summons, deals with protective orders and other injunctions, and executes bench warrants.
Qualifications/Election:
Qualified voters in Cecil County may vote for the Sheriff. Candidates must be 25 years old, be a resident of Maryland for five years, live in Cecil County, and be a registered voter.

Cecil County Board of Education
Duties:
Cecil County Board of Education has the following districts up for election in 2018: District 3, District 4, and District 5.
The five members of the Board of Education establish and oversee the educational policies for the public school system of the county, decide when and where schools should be built or consolidated, establish annual budgets for the school system, and hire the Superintendent to implement public school policies and programs.
Qualifications/Election:
In 2018, voters may vote for three candidates. Candidates must be registered voters in Cecil County.

Cecil County Democratic Central Committee
Duties:
The party central committee makes and guides policies of the party, finances state campaigns, and recommends candidates for state-sponsored positions. Should a vacancy occur between the primary and general elections in the party’s nominations for statewide office or for the U.S. Congress, the party’s central committee is empowered to fill the vacancy. When a vacancy occurs in the General Assembly, the central committee of the departing official’s district recommends replacements for appointment by the Governor.
Qualifications/Election:
Committee members must be residents of Cecil County and be registered as Democrats. Members will be elected in the June 2018 Primary Election, by registered Democrats. The Central Committee consists of 8 members and is divided by gender: 4 women and 4 men.

Municipalities in Cecil County
Municipal elections are nonpartisan, so there are no primaries

Cecilton
Qualifications/Election:
The resident of Cecilton elect two Council Members and one Mayor. Candidates for both offices must be at least 21 years of age, and have resided in the Town for at least 1 year immediately preceding their election, and be a registered voter of the town.

Charlestown
Qualifications/Election:
The town of Charlestown has an elected board of 5 commissions. Town elections are held the first Tuesday in March each year with two commissioner seats open one year, and three seats the next. Must be a resident of Charlestown and a registered voter in Cecil County and have resided in Charlestown for at least 1 year immediately preceding the election.

Chesapeake City
Qualifications/Election:
Chesapeake City government consists of 5 members who are elected by residents who reside within city limits. 2 council seats are elected in even numbered years and 3 seats are elected in odd numbered years. Candidates must have resided in the town for at least one year immediately preceding the election, and must be a registered voter in the county. A Mayor is also elected every two (even numbered) years, and is restricted by the same requirements as the council members.

Elkton
Qualifications/Election:
The Elkton government consists of a Mayor and 4 commissioners. The city holds elections every two years. In one election, the Mayor and 2 commissioners are voted in, and in the next election, the other 2 commissioners are voted in. The two commissioner candidates with the most votes are declared the winners.

Qualifications/Election:
Town elections are held the second Monday in February each year. Two commissioners are elected in even numbered years, and a mayor and two commissioners are elected in odd numbered years. The Mayor must be at least 21 years of age and have resided in the Town for at least one year immediately preceding the election. Commissioners are restricted by the same qualifications.

The Perryville government consists of a Mayor and 4 commissioners. The elections are held every year, with the election for Mayor and 2 commissioners being held in the first election, and the next election being for the other 2 commissioners. The Port Deposit government consists of a Mayor and 6 council members. The elections are held every two years. Qualifications/Election:
The Rising Sun government consists of 4 commissioners and 1 Mayor. Elections are held every 2 years. The first election is held to elect the Mayor and two commissioners. The next election is for the other 2 commissioners. They are elected by the residents of Rising Sun by popular vote. Candidates must be at least 21 years of age, and have resided in town limits for at least 1 year immediately preceding the election.
